1. What is QERIS-GMF?
Measurement construct
Observable digital accessibility quality
The framework treats accessibility quality as a measurable construct supported by declared evidence, a controlled assessment surface, explicit scoring rules and a separate confidence property, each result remains tied to the version under which it was produced.
- Transparency
- Reproducibility
- Comparability
- Portability
- Auditability
Framework specification
Seven components, one measurement system
Each component has a distinct responsibility, together they form the public measurement architecture of QERIS-GMF 1.0.
- Methodology — Defines the measurement object
- Sampling — Defines the assessment surface
- Rules — Produces structured evidence
- Scoring — Converts evidence into results
- Confidence — Qualifies evidence strength
- Evidence — Preserves measurement context
- Validation — Controls consistency and change
Measurement chain
From public surface to traceable result
Every QERIS result follows the same measurement chain, the framework defines what enters the assessment, how evidence is interpreted, how the score is formed and how uncertainty remains visible.
- Assessment surface — Declared pages, roles, locale and domain scope.
- Rule evidence — Deterministic outcomes and diagnostic observations.
- Standard scoring — Weighted applicable rules and coverage gates.
- Confidence — Evidence sufficiency and operational completion.
- Measurement record — Version, sample record, results, status and audit context.
2. What QERIS measures and what it does not
Measurement Methodology QERIS-GM 1.0
Defines the object of measurement, evidence boundaries, the five core standards, rule states and the version context used to interpret a QERIS result.
- Measurement object
- The public digital surface included in the assessment cycle.
- Formal output
- A normalized accessibility-quality result with confidence and evidence context.
- Version discipline
- Results remain bound to the framework version that produced them.
Evaluation Rules QERIS-RULES 2.0
Produces structured evidence through repeatable automated rules and QERIS operational and language-aware checks, while preserving distinct rule states.
- Rule states
- Passed, failed, incomplete and inapplicable remain distinct in the record.
- Operational evidence
- Keyboard, focus, context, visible-label and related deterministic checks.
- Language-aware evidence
- Language attributes, directionality and script behaviour are represented explicitly.
- Presentation evidence
- Each sampled page is also rendered at a narrow mobile width and with increased text spacing to detect content that is cut off, hidden or forces horizontal scrolling.
- Meaning evidence
- Text alternatives, link text and heading structure are checked for meaning as well as presence.
- Interaction evidence
- Safe in-page controls such as menus, panels and dialogs are operated by keyboard to check state, focus and completion; forms are never submitted.
- Language availability
- Each website is checked for a version of its content in an additional language.
3. The standard sample
Sampling Protocol QERIS-SAMPLING 1.0
Structures the assessment surface through functional page roles and keeps the selected sample in a versioned record with a fingerprint that confirms it was not changed.
- Functional roles
- Homepage, primary service, listing, detail, contact and search results, plus alternate-language pages where available.
- Sample identity
- The selected pages, their revision and a fingerprint that confirms the sample was not changed.
- Assessment context
- Institution, assessment cycle, language and the website’s scope.
4. The five core standards and their weights
Standard formula: 100 × (1 − weighted failed rules / weighted applicable rules)
| Perceptual Access | 20% |
|---|---|
| Semantic Structure | 24% |
| Navigation & Control | 22% |
| Comprehension & Language | 18% |
| Interaction Integrity | 16% |
5. How the score is calculated
Scoring Model QERIS-SCORE 2.0
Converts applicable rule evidence into results for five core standards, using fixed severity weights, coverage requirements, a proportional factor for critical failures and requirements for the highest results.
- Severity weights
- Critical ×10, High ×5, Medium ×2, Low ×1.
- Critical control
- Failed critical rules apply a proportional factor to the core result, so differences between institutions are preserved.
- Single deduction
- Each defect counts once, in its primary rule only; related findings add evidence, not a second deduction.
- QERIS Depth
- The number of rules that applied to a website is recorded as its depth and shown as a level from 1 to 5 relative to all published institutions.
- Distinctions
- Institutions that stand out on score, depth and confidence receive a gold, silver or bronze distinction.
- Equal scores
- Equal scores are ordered by depth level, then by confidence; low-confidence results follow.
- Language fairness
- Rules that concern mixed-language content apply when a website publishes such content; the availability of an additional language applies to every website.
6. Coverage and confidence
- Coverage gate
- A core standard is scored only when enough of its rules were tested; Interaction Integrity is not applicable when the sampled pages offer no eligible interaction.
Measurement Confidence QERIS-CONFIDENCE 1.0
Records the completeness and dependability of the automated evidence separately from the accessibility-quality result itself.
- Coverage
- Each core standard is accepted only when enough of its rules were tested.
- Completion
- Planned and completed pages, blocking and challenge conditions affect confidence.
- Evidence sufficiency
- The framework can withhold a core result when required evidence is unavailable.
- High
- Strong completion and evidence coverage.
- Medium
- Usable evidence with material limitations.
- Low
- Restricted evidence or completion conditions.
- Insufficient Evidence
- Core result withheld when minimum evidence is not met.
7. The 90 / 95 / 98 requirements
- Upper-grade requirements
- Results of 90, 95 and 98 and above also require no critical failures, sufficient confidence, a minimum result in every core standard and parity evidence; the highest band also requires enough tested rules.
8. Parity assurance
- Parity assurance
- A separate check with no weight in the score compares the visual, semantic and keyboard experience and records the evidence; upper-grade requirements are met only when this check ran.
9. The 50 rules
QERIS Core Standard
Five core standards and 50 rules. Each defect counts once, in its primary rule only.

10. Evidence and reports
Reporting & Evidence QERIS-REPORT 1.0
Preserves the context required to interpret, review and repeat an assessment while keeping the public result concise.
- Assessment identity
- Framework version, cycle, institution identifier and sample record revision.
- Evidence trace
- Page execution, rule outcomes, core-standard results, parity evidence and confidence conditions.
- Result status
- Assessment type and publication state remain part of the record.
11. Versions and validation
Validation & Governance QERIS-VALIDATION 1.0
Controls implementation consistency, repeatability, empirical validation evidence and the versioning of material changes to the measurement system.
- Implementation verification
- Automated tests of scanning, scoring, coverage and sample integrity.
- Empirical validation
- Repeatability, sensitivity and agreement studies can be recorded independently.
- Change control
- Material changes are tied to explicit framework versions.
How the QERIS engine evolved
The QERIS engine was built in successive stages, each addressing a limit that the previous one had revealed: from proving that automated scanning was feasible, to tying the result to the rule rather than the number of elements, to bringing severity, coverage and confidence into the calculation, and finally to an institutional engine that assesses a full page sample and checks its integrity before any result is issued. Today the QERIS Core Standard 1.0 runs on this engine.
V1 to V4 refer to generations of the scanning engine itself, not to the published methodology version; the methodology and measurement components evolve on separate version tracks, and every result records the versions that produced it.
V1: Proving that scanning works
- Starting point
- The first question was practical: can public websites be scanned automatically and reliably? Results at this stage were closer to a list of element-level observations on a single test page or a limited scope.
- What changed
- The engine combined standard automated testing with QERIS-specific rules and, for the first time, produced a result, a score and an initial confidence indicator within a pilot scope.
- Result
- The idea proved technically viable, and it became clear that counting elements alone does not produce a balanced assessment that can be compared across institutions.
V2: From counting elements to assessing rules
- Starting point
- The same defect repeated across dozens of elements increased its weight in the score even when it was essentially one defect, moving the number away from the real importance of the issue.
- What changed
- The assessment started asking whether a rule is met, rather than how many elements failed, so an issue is weighted by its type and impact, while the number of affected elements remains a detail in the report.
- Result
- A more conservative, more explainable score that is not inflated by a single component repeated across a page.
V3: A mature measurement model
- Starting point
- The assessment needed to distinguish a critical defect from a minor one, a rule that was actually tested from one with nothing to test, and a confirmed result from one that needs review.
- What changed
- The model began weighting rules by severity, requiring a minimum of evidence before each aspect is scored, separating passed, failed, not-applicable and incomplete rules, and gradually extending to interaction, language, writing system and text direction.
- Result
- The score came to reflect the type, severity and sufficiency of the evidence rather than the volume of findings, and the confidence indicator shows how complete the scan was.
V4: An institutional assessment engine
- Starting point
- Earlier generations assessed a page or a limited scope and were affected by the conditions of a single run, such as a link redirecting to another page or the same page appearing under different addresses.
- What changed
- Scanning now uses a standard sample of pages with defined roles that represent the institution’s services, verifies the page actually reached and that it belongs to the institution, prevents the same page from being counted twice, and aggregates evidence at institution level after confirming the integrity of the sample.
- Result
- QERIS moved from a page checker to an institutional assessment engine that is repeatable, reviewable and able to scale to many institutions across countries and languages.
Today: QERIS Core Standard 1.0 on the V4 engine
- Starting point
- As the registry grew, there was a need to measure what a static check of a page cannot reveal, such as keyboard use and interaction with menus and dialogs, and to keep comparisons fair between websites in different languages and writing systems.
- What changed
- The assessment now rests on five core standards and 50 rules in which each defect counts once, with real keyboard and interaction checks run safely without submitting forms, a parity layer comparing what is seen with what assistive technology receives, higher evidence requirements for the top results, language-fairness rules and the requirement of an additional language.
- Result
- A more complete and fairer result, in which the highest grades are backed by sufficient evidence and no institution benefits from something that was not tested.
Before and after: what actually changed?
| Area | In the first generations | Today |
|---|---|---|
| Score logic | Influenced by the number of elements and observations | Rules weighted by severity, one deduction per defect |
| Sample scope | A test page or a limited scope | An institutional sample with clear page roles |
| Coverage and confidence | A limited signal of missing evidence | A minimum of evidence per standard and a confidence indicator kept separate from the score |
| Keyboard and interaction | A basic focus check | Real tests of keyboard access and of menu and dialog states |
| Language and direction | A basic check of the page language | Page language, writing system, text direction and an additional language, with fairness for single-language websites |
| Redirects and final destination | Reliance on the requested link | Verification of the page actually reached within scope |
| Sample integrity | Different inputs could represent the same page | The same final page is never counted more than once |
| Top grades | Based on the number alone | Require sufficient evidence and parity of experience |
| Institutional assessment | A result closer to page level | Structured aggregation of evidence across the institution’s pages before the final result |
What distinguishes the current engine?
The value of the current engine does not come from the number of tests alone but from how evidence is managed before the result is calculated: each page must be a genuine part of the sample and within the institution’s scope, repeated pages are not used to inflate coverage, and results are aggregated only after confirming that each page adds independent evidence.
The engine also separates the quality of the website itself from temporary technical failures such as blocked access or slow loading, so a temporary problem does not become a judgement on the institution, and the previously published result stays in place until a new scan completes successfully.
Interaction checks are reviewed continuously on real websites to make sure they detect actual errors without false results, and institutions are scanned again after every material update so that results remain comparable.
How are versions tracked?
Every published result records the methodology and measurement-component versions that produced it, so it can be read in its proper context. When a material change is adopted it receives an explicit version, and institutions are scanned again so that all of them are compared under the same version.
Summary
In short: V1 proved scanning was possible, V2 fixed how issues are counted, V3 matured the measurement and confidence model, V4 turned the engine into an institutional assessment tool focused on sample integrity and consistent evidence, and the Core Standard 1.0 now adds broader keyboard and interaction measurement and clearer fairness across languages.
12. Notice and limits
QERIS results are based on automated testing of a defined sample of each institution's public pages under a published, versioned methodology, automated testing detects only a subset of accessibility issues and does not replace expert human evaluation or testing with users with disabilities, the absence of detected errors does not mean a site is fully accessible, scores reflect performance on automatically detectable measures only.
Public working limits
- QERIS examines the public pages any visitor can reach through the normal paths of a website.
- It does not bypass logins, private areas or access controls, and it does not submit forms or carry out transactions.
- The result reflects measures that can be detected automatically within the defined sample and does not, on its own, mean complete digital accessibility or full conformance.
- Human evaluation and testing with users with disabilities remain necessary when a complete judgement of the accessibility experience is required.
